The official site has a list of the locations that will allow teleportation as well as a list of other stipulations.  For example, the cape’s ability is usable only once per day and you will not be allowed to teleport to areas you have not visited. Again you must own all three of the recently released add-on scenarios to received the cape, but those looking to buy the upcoming Final Fantasy XI Ultimate Collection will get receive the item as well.
